Yes, this primer can be applied over the existing paint on the bike as long as the finish is sanded and cleaned properly. According to the datasheet these House of Kolor DTS Surfacers/Sealers have high build capabilities and may be applied to properly prepared existing OEM finishes, bare steel, aluminum, fiberglass, galvanized surfaces, and various plastics. For existing OEM finishes like this they recommend sanding with 320 grit dry or 500 grit wet sandpaper, then clean with KC10 wax and grease remover.
